H2 Collective, the team behind El Rey and Chez Billy Sud, is doubling down on D.C.’s waterfront. The larger of the pair of restaurants is planned for a spot along the Buzzard Point peninsula, an emerging neighborhood whose growth is being fueled by D.C. United’s Audi Field and a surge in waterfront development.
